2006 Stormwater Effectiveness Evaluation

FDEP Contract S0108 – Comprehensive State Assessment

In 2006, FDEP issued a contract to ERD to evaluate current stormwater design criteria within Florida under Agreement S0108, titled “Evaluation of Current Stormwater Design Criteria within the State of Florida.” This comprehensive study aimed to determine if existing criteria met performance standards outlined in Chapter 62-40.432 FAC.

Study Objectives

Evaluate Compliance

Determine if current design criteria meet Ch. 62-40.432 performance standards

Recommend Changes

If criteria fail to meet standards, recommend modifications to achieve performance

Assess Net Impact

Evaluate design criteria to achieve no net increase in post-development loadings

Analyze Nutrients

Perform analysis for nitrogen and phosphorus as indicators for all pollutants

Scientific Foundation: This study represented a critical turning point in Florida’s stormwater management history. For the first time, the state would have comprehensive, scientifically defensible data to evaluate whether the existing patchwork of district-specific criteria actually achieved the required pollutant reductions.
